In 2015, the Illinois General Assembly enacted Public Act 99-0006 (P.A. 99-0006) to overhaul the State’s 9-1-1 emergency response system.  The Act mandated that all municipalities with a population of less than 25,000 must consolidate 9-1-1 dispatch services.  With a population of 14,674, the Village of Norridge fell into this consolidation mandate.

A Memorandum of Understanding between the Village of Norridge, the Village of Schiller Park and the Village of Harwood Heights was signed in July of 2016 and the three Villages entered into an agreement to commit to work equally with one another to consolidate their emergency telephone system boards into one entity in order to be in compliance with Illinois State Statue.  In January of 2017 an Intergovernmental Agreement was signed between the three Villages and a Joint Emergency Telephone System Board (JETSB) was established.

From this venture, Municipal Consolidated Dispatch (MCD) was formed and now services a population of approximately 35,000 residents.  MCD is housed inside the Harwood Heights Police Station located at 7300 W. Wilson Avenue.  MCD is responsible for receiving and dispatching emergency and non-emergency calls for Norridge, Harwood Heights and Schiller Park Police Departments, in addition to fire and ambulance services for the Schiller Park Fire Department and Norwood Park Fire Protection District (which services Norridge, Harwood Heights and Norwood Park Township).  MCD is also responsible for dispatching after-hours Public Works notifications for all three municipalities.  The center is equipped with state of the art Next Generation 9-1-1 equipment and a digital trunked police radio system.

There are several important items for residents to keep in mind about consolidation:

• Public Safety Services have not changed – Norridge Police Department Officers continue to provide 24/7 service even though the dispatch center is not located inside the Norridge Police Station.

• Service levels will not change – Call answering and dispatching will continue to be provided at the highest standards.  MCD Dispatchers participate in mandatory training regularly and are equipped with infrastructure and tools which are more robust than what was available at the Norridge Dispatch Center.

• Norridge no longer maintains a dispatch center in the Norridge Police Station - The Police Station lobby located at 4020 N. Olcott Avenue is no longer open 24/7.  The lobby is open Monday through Friday, 8:00 AM to 4:00 PM.  Residents and visitors requiring services outside of regular business hours can utilize the phone system in the vestibule to connect directly to MCD.
